not clear. Please elucidate.
3. Your telegram No.264 paragraph 5. Absence of records will make it impossible to check on length of service claimed by temporary staff. I suggest provision where necessary instead of allowances to temporary staff with prima facie claim to over 10 years service, allowances or commuted pension being granted only to those who can prove the exact length of service or who have obviously qualified for maximum pension. Similar difficulty will arise regarding paymaster pensions referred to in paragraph 4 in telegram under reference payment of
